All states have age limits for minors who want to get married without parental consent, often with lower age limits for those with parental consent. Individuals who are at the age of majority of course are free to enter into any valid contract without a parent's permission, including marriage. The state has an interest in restricting minors from getting married in order to discourage marriage through coercion and helping to ensure that each party is able to make a relatively mature decision about such a important commitment.
Since the age of majority in Nebraska is 19, those younger than 19 -- but at least 17 -- must get parental consent in order to get a marriage license. The statute does not provide exceptions for couples under 17 who have a child or are expecting a child, even if the parents would consent.

Eligible Nebraska couples must apply at their local county court house in person, each with a government-issued picture ID and a completed Marriage Worksheet (PDF). The state requires 17 and 18 year olds to bring certified copies of their birth certificates, along with a consenting parent or guardian. Your county clerk's Web site will have additional details.
